This study analyzes the impact of demand growth and increasing penetration of renewable generation into the networks of Timor-Leste in terms of generation dispatch cost and reliability of electricity supply. The main objectives are to examine the potential of different strategies of power generation development in Timor-Leste over the analyzed time horizon and determine the optimal least cost generation expansion plan as well as to analyze the impact of previously identified generation expansion scenarios on the operation of the Timor-Leste system, with particular reference to operating reserve procedures and system security and stability.
The following tasks are performed for mid-term (2022) and long-term (2027) planning horizon:
Task 1. Generation Expansion Analysis – economic perspective
- Analysis of energy balances, system performance
- Analysis of security of supply, including energy not served (ENS) and loss of load expectation (LOLE)
- Analysis of power plants’ operation costs, as well as average annual costs of generated electricity
- Ranking of generation expansion plans (different RES penetration scenarios, profitability assessment)
Task 2. Generation Expansion Analysis – technical perspective
- Overview of the most important characteristics of existing East Timor system
- Definition of performance criteria for fault ride through capabilities, loading limits, voltage limits, frequency limits in both normal and disturbed regimes that shall not cause system blackout.
- Steady-state analyses for defined critical operating regimes
- Dynamic analyses for defined operating regimes
- Impact of integration of renewable energy on active power control reserve and to define mitigating measures required for maintaining system performance at acceptable level.
