In 2019 the contract establishing the conditions for the synchronization of Baltic States Powers Systems (BSPS) with Continental Europe Synchronous Area (CESA) was signed between BS TSOs and TSOs from ENTSO-E Regional Group Continental Europe (RGCE). One of the essential elements of this Agreement is Catalogue of Measures, which is basically the list of the conditions that BS TSOs need to fulfil ahead of synchronization.
Based on Catalogue of Measures, the objective of this Project was to perform the following Implementation Studies in the Process of Synchronous Interconnection of Power System of Baltic States and Power System of Continental Europe, as approved by ENTSO-E PG Baltic:
- Transient stability study of Baltic Power System in terms of urgent and planned synchronization of Baltic Power System with Continental European Synchronous Area
- Small signal oscillatory stability study of Baltic Power System in terms of urgent and planned synchronization of Baltic Power System with Continental European Synchronous Area
- Baltic Power System island operation stability study
- Consultancy Work for preparation of common set of requirements for procurement of Frequency Stability Assessment System (FSAS) for Baltic Transmission System Operators
- Consultancy on requirements for implementation of automatic frequency restoration controllers in Baltic power systems.
Type of services provided:
- Load flow analysis
- Security analysis
- Transient angle stability analysis
- Small-signal stability analysis
- Frequency stability analysis
- Implementation of automatic frequency restoration controller
- Mitigation measures
