The objective of this Study was creation of the defense plan of the Montenegrin power system considering commissioning of HVDC cable between Montenegro and Italy. Focus of the defence plan was to analyse less probable and widespread disturbances, that can totally or partially endanger power system integrity and to define precise remedial actions in order to minimize their consequences.
The main activities within this defense plan in accordance with the latest ENTSO-E standards (ENTSO-E Policy 5 v3.0 and Network Code on Emergency and Restoration) are following:
- Overview of present state related to defense plan development
- Steady state security assessment and determination of preventive and remedial actions
- Voltage profile assessment and mitigation measures for its improvement (voltage profiles, PV and QV analyses)
- Frequency stability assessment (under-frequency load shedding plan)
- Transient stability assessment (transient stability margin, critical clearing time) considering protection relay selectivity
- Small-signal stability assessment (modal analyses, small-signal stability margin, damping ratio).

- Present state analyses (compatibility of the existing defense plan with ENTSO-E Policy, relay protection settings, generator, turbine governor and excitation system models, functionality of existing under frequency load shedding plan, load shedding procedures, description of critical network conditions from the past)
