Analyses in the Process of the Development of the Transmission Network of the Republic of Serbia

The main objectives of the analysis are:
- System studies, with different variants, for different network topologies of the transmission network of Serbia, that have a key impact on Section III of the Trans-Balkans Corridor, while respecting the scenarios for the development of electricity systems used in the current ENTSO-E TYNDP 2018
- Detailed technical, financial and economic analysis with risk assessment using the current ENTSO-E CBA (Cost Benefit Assessment Methodology), taking into account the cost and benefits of the project. In particular, the analysis should assess the following characteristics of the project:
- Overall economic and financial viability of the project
- Ability of EMS A.D. to finance the Project by its own resources
- Assessment of the missing financial resources for the construction of Section III of the Trans-Balkans Corridor, in accordance with the ENTSO-E CBA 2 methodology
The basic analyses included the following studies:
- Techno-economic analysis of the reconstruction of the existing SS Valjevo 3 220/110kV and OHLs 220kV 227/1 and 227/2. It provided the answer whether the reconstruction is justified by retaining a 220kV voltage level, or it is necessary to upgrade the transformation network in SS Valjevo to 400kV voltage level.
- System and market analysis based on the available data and methodologies, and in particular the latest version of the ten-year transmission network development plan of Serbia, and the ENTSO-E TYNDP 2018, for the defined topology of the Western Serbia
- Financial and economic analysis of the cost-benefit of the project, with the capability of EMS A.D. to fund the construction of the project for different scenarios of funding sources.
