Analyses for Commissioning of the HVDC Italy-Montenegro Interconnection - Updated Study

Main objective of this study is to analyse the Montenegrin and Regional system with a realistic scenario regarding current development of transmission network and generation in SEE, and to evaluate the behaviour of the system during the first year(s) of operation of the submarine HVDC interconnection between Italy and Montenegro, which is under construction.

If the results of the assessment show that the reactive power compensation is required, in order to guarantee the correct system operation and interaction between the converter station and the transmission network, the study  determines the type of the compensation - is it a Synchronous Compensator (SC) or the Static VAR Compensator (SVC).

In order to prevent possible overloading of sub-transmission system (110 kV) and cascade effects in case of critical outages (e.g. double circuit 400kV OHL Lastva – Čevo), the following assessments are done:

  • identification of critical contingencies in 220 and 400 kV transmission network and their influence to the 110 kV network
  • identification of solutions for fault clearance of the critical contingencies (including sectionalizing of 110 kV network).

Where not possible to transfer 1000 MW in direction from ME to IT, without the new interconnection(s) ME – RS/BA, an evaluation of the maximum HVDC power flow (up to capacity of 1200 MW) is done for the following suggested scenario (considering the current transmission system development in the region):

  • from BA/RS (or from AT and HU) to IT
  • from RO/UA to IT
  • from RO/BG to IT

Further analyses are made on scenarios with achieved maximum secure exchanges in direction from ME to IT. In addition, analysis of 1200 MW power exchange in direction from IT to ME is done. In this case, decreasing of power production in all Balkan area is presumed.

The other assessments that are performed are:

  • Dynamic Assessment (Reactive power compensation analyses).
